List of North End restaurants that are seeking upgraded all-alcohol licenses

The City announced that it will be creating and distributing 12 new transferable all-alcohol licenses last year. Since then, nine North End restaurants have sought support from the Neighborhood Council to upgrade their licenses from Beer, Wine, & Cordials to All-Alcohol. The Council has unanimously supported all of the requests.

The 12 new licenses are transferable and have sold for up to $600,000 in recent years.

List of North End restaurants seeking to upgrade their existing alcohol licenses:

  1. Antico Forno, 93 Salem St
  2. Terramia Ristorante, 98 Salem St
  3. Pappare Ristorante, 358-364 Hanover Street
  4. Il Panino, 11 Parmenter Street
  5. Strega, 379 Hanover Street
  6. Carmelina’s, 307 Hanover Street
  7. North End Lobster Co., 204 Hanover Street
  8. Bencotto, 361 Hanover Street
  9. The Daily Catch, 65 Atlantic Avenue

Of the nine North End restaurants seeking one of the 12 new all-alcohol licenses, four of them have also been involved in lawsuits that claim the city was discriminatory when it excluded the North End from outdoor dining in 2023 and 2024: Antico Forno & Terramia (both owned by Carla Gomes), Strega (Nick Verano), and Trattoria Il Panino (Frank DePasquale).

It's unclear how exactly the City will select the recipients. From the announcement:

These licenses are designated as transferable to another business, but will be evaluated on the strength of the proposal that is submitted to the Licensing Board. To achieve the goals of the program, the Board will give additional consideration to applications that include commitments to operate a business for a term of years.
