	I think that progressive discipline makes sense - a restaurant might do something wrong unintentionally or due to a miscommunication between staff, in which case the warning allows them to correct and be good actors overall.

	I think we need to wait to see how the geofencing of Uber and Lyft affect the amount of traffic coming in. If we reduce traffic coming into the neighborhood, the pattern change for Hanover might not have the impact that people are fearing. Thankful that the City is willing to try this out!
